Propaganda on the subject of the Chinese

Eastern Railway.

1.

The seizure of the Chinese Eastern Railway by

Chang Hsueh Liang should be regarded as an attack by the

Militarists on the Propertyless Classes in the interest

of Imperialism.

2.

It must also be regarded as an attack by

Imperialism on Soviet Russia because Russia is opposed

to sweated labour and oppression of weak races in which

Imperialists delight. The British are the most inveterate

enemies of Soviet Russia. The policy of Imperialism is

to buy over the smaller states on the borders of Russia

Poland, Roumania ad now Manchuria. The NankingGovernment

and Chang Hsueh Liang are good dogs of the Imperialists:

witness the search of the Peking Embassy and the Harbin

Consulate.

3.

The Imperialists want the Chinese Eastern

Railway to facilitate an armed invasion of Russia. In

particular Japan wants the railway for herself and

Manchuria with it. Russia is quite willing to give up

the Chinese Eastern Railway along with extraterritoriality,

concessions and Boxer Indemnity, but of course this

cannot be done without some guarantee that it will not

fall into Japanese hands.

4.

The Japanese scheme is to encourage China and

Russia to go to war and then to step in and occupy the

Chinese Eastern Railway and use it against Russia in

conjunction with Great Britain which will act similarly

in Poland and Roumania. We communists should prevent

this.

5.

War is working up between Japan and America.

When this happens it will take place in China and the
